COSTARS is a service provided by the Pennsylvania Department of General Services for Local Public Procurement Units (LPPUs) within the Commonwealth of Pennsylvania to purchase from existing contracts.

LPPUs include:

• Any public authority, mass transit, water treatment, waste disposal, or parks and recreation
• Any tax exempt, nonprofit school district, public health institution, or organizations
• Any nonprofit fire, rescue, or ambulance companies
